When the Emperor had a problem or needed something resolved often the only way to ensure a successful outcome was to go and resolve it themselves. At the later stages of the roman empire for an Emperor to leave Rome and direct his legions on the ground was a high risk strategy so the Imperator was born. The Imperator was a trusted agent of the Emperor who was given the resources needed to action the emperors will and resolve the issue at hand.
They were chosen from the highest ranks of the roman armies and selected for being resourceful, direct, pragmatic and sometimes brutal in fulfilling the task or achieving the outcome. The imperator had the advantage of being able to look at the problem from a fresh perspective and bring resources to bear rapidly and directly.
